The German government believes that it is too early to talk about any specifics regarding security guarantees for Ukraine. As the official representative of the German Cabinet, Steffen Hebestreit, said on Monday in Berlin, there are no conditions for serious negotiations yet, but Russia allegedly can create them.
“It’s too early to say what such guarantees might look like,” he said.
According to him, there is a readiness for mediation on the part of third countries, but Berlin currently does not see “fundamental prerequisites” for such negotiations. “Russia every day has the opportunity to create such conditions,” he said.
As Deputy Foreign Minister of the Russian Federation Sergei Vershinin said earlier in an interview with the Zvezda TV channel, Russia is ready for negotiations with Ukraine, but without preconditions, on the basis of the reality that exists. Press Secretary of the President of the Russian Federation Dmitry Peskov pointed out that the Ukrainian authorities in the spring of last year stopped peace talks suddenly, “as if on command from above.”
